September 21, 1993
President Clinton signed into law the National and Community Service Trust Act.

NASCC Conference in Baltimore
MCC's Larry Fonnest, Tracy Guthmiller, and Mark Robbins attended. Three congressmen from Minnesota were there to speak, Senators Durenburger and Wellstone, and Representative Vento. All the corps from around the country came togehter. Tracy wrote, "All the people with NASCC, the old CCC, the Peace Corps, and all the other service and conservation groups that were represented made it clear that they know we do important work. I'm glad I've had the opportunity to work with MCC."

1993: The year of the Floods

1994: The year of Flood Recovery

MCC receives Flood Recovery Grant
Nascc awarded MCC/DNR a grant to aid in flood recovery work in southwestern MN. The grant provides for home repair, Redwood River restoration, DNR trail restoration, lessons of the flood (information retrieval), regrants, and the multi-state flood recovery project.

Marshall Area Crew
The Marshall Area crew started in May 1994 with a 5-person crew to provide service to the city of Marshall and others in their area of Southwestern Minnesota. This crew was a labor crew that assisted in restoration efforts of the 1993 flood primarily of a natural resources type that required hands-on labor intensive crew orientated projects. Camden State Park provided the crew with the majority of their projects. The American Red Cross also enlisted the assistance of the Marshall Area crew during the August 1994 flood.

Ortonville Crew
The Ortonville crew worked on restoring Ortonville's Central Park that was devastated during the 1993 floods. The crew removed 3 tons of flood debris from the park, installed 3100 feet of tiling, repaired 3 hiking trails, and built 8 retaining walls among other things.

The Lac Qui Parle State Park Crew
This crew worked out of Lac Qui Parle State Park along the MN River. Over 250 acres of the 500 acre park were underwater for most of 1993. When water began to recede in 1994, thousands of trees lay piled in the parks campgrounds, roads, trails, and other recreational areas. The crew worked at removing these to allow citizens to once again enjoy the park.

Windom Area Crew
The Windom crew worked on the Casey Jones State Trail, repairing it from the 1993 floods.

St. Peter Crew
The crew worked for the city of St. Peter restoring Traverse Des Sioux Park, which was underwater for most of 1993. They built 18 miles of trail, 4 culverts, 3 miles of access roads, 3 trail bridges, among others.

The Greater Mississippi River Recovery Corps
This was a combined effort between Minnesota, Wisconsin, and Iowa. These three Midwestern states share the Mississippi River on one of their borders. Each state provided a crew to work on flood recovery efforts in each state. MCC provided corpsmembers to work with the other states. They worked from July 25, 1994 to August 14, 1994.

Lanesboro Crew
The crew worked for the Root River Trail and other hosts in the Lanesboro area. Some of their work included clearing Spring Valley Creek of flood debris, removing 14,500 pounds of debris from the Root River, and stabilizing stream banks.

Caledonia Crew
The crew worked for the Houston County Soil and Water Conservation District, repairing CCC water control structures.

Rochester Crew
The crew worked for cities, counties, and state agencies in the Rochester area. One of Rochester's projects was the rehabilitation of the Lake Florence lake basin into the Lake Florence city park in Stewartville.

Myre-Big Island State Park Crew
The crew worked on flood recovery projects in the Myre-Big Island State Park area and some of their work includes installing 10 waterbars, repairing 12 miles of hiking trails, and removing 20 tons of flood debris from Bear Lake.

Grand Rapids
In 1994, the crew constructed a log cabin at Savannah Portage State Park. The log building company sent representatives to teach technique for 3 days. A few of the Brainerd crew came for a lesson too.

Sakatah Lake State Park Crew
Some of the crew's work accomplishments include 2 acres of flood plain seeded with sedges and grasses collected at local wildlife management areas, 40,000 feet of grass waterways surveyed and designed for reconstruction, and 6,000 lbs of flood debris removed from the Cannon River.

MCC Received a Certificate of Commendation from Governor Arne Carlson and a Certificate of Achievement from the US Senate for our flood recovery project. Senator Paul Wellstone also presented MCC with a Star Program Award.

April 19, 1994: Youth Service Recognition Day in St. Paul
People from all around the state came to Ft. Snelling State Park to work on a river clean-up project and meet the Governor. MCC participated and Jesse Roberts accepted the Star Youth Service Program award for MCC, presented by Dennis Green, MN Vikings head coach.
